filter dropdown boxes

Remco Tukker requested to merge feature/COMP-138_dropdown_filter_boxes into develop

The filter component now returns two styled dropdown boxes instead of a long list of checkboxes. Also introduced a new parameter to only allow selection of 1 year at a time.
