Feature/comp 172 bugfix truncated charging mechanism

Remco Tukker requested to merge feature/COMP-172_bugfix_truncated_charging_mechanism into develop
  • fix the primary keys for budgets, funding_source and charging_structure table
  • use the second column of the charging mechanism data in the excel for 2019

Running both publishers afterwards is required because the data in budgets, funding_source and charging_structure table is deleted by the db update script.
